    2017 Community and Student Engagement Report (HB5)

     
    Texas Education Code §39.0545, as added by House Bill 5, 83rd Texas Legislature, requires all districts to evaluate the district’s performance and the performance of each campus in community and student engagement. All school districts and charters are required to assign a performance rating of Exemplary, Recognized, Acceptable, or Unacceptable to the district and each campus for overall performance and the following categories:

     

    • Fine arts
    • Wellness and physical education
    • Community and parental involvement 
    • The 21st Century Workforce Development program 
    • The second language acquisition program (SLA)
    • The digital learning environment (DLE)
    • Dropout prevention strategies (DP)
    • Educational programs for gifted and talented students (GT)

    Rating System - Our Process

    House Bill 5 provided districts with flexibility to design their rating systems and then customize their reports to the programs and opportunities they offer. No set standard was established to define the definition of Exemplary, Recognized, Acceptable, or Unacceptable. Therefore, one cannot accurately compare districts because of their unique evaluation criteria. 
     
    HB5 mandates that a district committee is established to create the rating criteria for a district. The Eagle Mountain-Saginaw ISD formed a representative committee made up of community members and educators to design the evaluation system for the District's HB5 data. Each school then used this criteria to establish campus ratings. The campus ratings were combined to create the District’s rating. The information below lists the District's rating system.
     
    Step 1: Convene Site-Based Team
    Step 2: Review Surveys from Campus Climate Survey related to HB5 
    Step 3: Calculate percentages using averages from parents and staff results and place in appropriate box on table below. (Secondary will include students.)

     Step 4: Determine rating using the following scale: 

    Scale (Percentage) Rating
    0-39 Unacceptable
    40-59 Acceptable 
    60-79 Recognized 
    80 and higher Exemplary

    Step 5: Set final rating.

    *Note: Each committee may increase the rating by one if the committee has information that would lead them to determine that one level higher is more appropriate. For example, the rating for dropout prevention may be too low due to confusion over the meaning since we do not have dropouts at the elementary level.

    Step 6: Calculate overall rating.

    Assign a point value using a 0-3 scale for each rating indicator and divide by 8. Do not include compliance and policy reporting since it is a yes or no. Set the overall rating using the scale below.

    2017 Family Engagement Ratings (A-F Ratings)
     
    First, Second, Third CASE Choice: These codes indicate the first, second and third choices of three of the eight community and student engagement indicators identified in TEC 39.0545 for the Texas public school accountability systems ratings under TEC 39.0546. Reported in the 010 and 020 records. 
    • Fine Arts: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for Fine Arts. 
    • Wellness and Physical Ed: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for wellness and physical education.
    • Community and Parental Involvement: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for community and parental involvement.
    • 21st Century Workforce Development Program: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for 21st Century Workforce Development program.
    • Second Language Acquisition Program: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for the Second language Acquisition program.
    • Digital Learning Environment: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for the digital learning environment.
    • Dropout Prevention Strategies: This value indicates that the performance rating locally assigned to the LEA or campus in community and student engagement for dropout prevention strategies.
    • Educational Program for G/T Students: This value indicates the performance rating locally assigned to the LEA or campus in community and student engagement for Gifted and Talented students.
    • Overall Rating: This value indicates the overall performance rating locally assigned to the LEA or campus in community and student engagement.

    CASE indicators with an E rating receive 100 points, an R rating receives 89 points, an A rating receives 79 points, and indicators with a U rating receive 60 points. Campuses and the district average their three highest indicators to determine the final rating (A-F). Averages of 100 – 90 = A, 89-80 = B, 79-70 = C, 69-50 = D, 49 – 0 = F.
