Meet our Board Members

Dr. Marilyn Tolbert is retired from Texas Christian University as the Director and Jean W. Roach Chair of Laboratory Schools, where she led the Starpoint School for children ages 6 to 11 diagnosed with learning differences, as well as the KinderFrogs educational program primarily for children ages 18 months to age 6 with developmental delays. She served as a principal and taught kindergarten and first grade in public schools for six years, including teaching kindergarten in EMS ISD at Bryson Elementary School. Her husband, Dan Tolbert, taught fifth grade at Eagle Mountain Elementary School for 15 years until his retirement in 2013. Prior to her career in education, Marilyn worked in business for 20 years.  

Marilyn holds a bachelor's in Elementary Education, a master's in Administration, and a doctorate in Educational Leadership – all from TCU. She serves on the boards of the European Teacher Educator Network and the Green Oaks School, as President of the Board of the International Association of Laboratory Schools, and was selected in September 2023 to the Leadership TASB Alumni Association Board. She completed the TASB board leadership program and earned designation as a Master Trustee in 2022. She is past president of the Down Syndrome Partnership of Tarrant County and the National Down Syndrome Congress. In EMS ISD, she is a member of the EMS Education Foundation and participates in various school and community events. 

Marilyn is well-known in the TCU community for her experience in, and advocacy for Special Education services. Marilyn and her husband have several nieces and nephews who attend EMS ISD schools. She enjoys traveling, reading, and spending time with family and friends. 

Paige Ring is a former Marketing Director for BNSF Railway and is currently a stay-at-home mom. She received her undergraduate and graduate degrees in Marketing from Texas Christian University. She was selected as the American Marketing Association’s George Hay Brown Marketing Scholar in 1996; one of six students awarded nationally. She was also selected as a TCU Neely Scholar.

Paige is involved in numerous volunteer activities for EMS ISD and other church and community groups. She and her husband have three children, all who have graduated from Boswell High School. In her free time, she enjoys spending time with family and attending her children's activities, sporting events, traveling, and reading.

T. Craig Morgan is the Vice President of Industrial Development & Freight Rail for Ames Construction.  He has been in the district since 2008 and comes from a family of educators.  Being Weldon Hafley’s Son-in-Law, he saw first hand the importance of education, the importance of the district, and has always wanted to give back to the district that did so many things for his family. 

Craig grew up in Euless and is a graduate of Trinity High School.  His wife Holly and their two children have all gone through the EMSISD system from k-12 and both of their children have gone on to attend Texas A&M University.  Their daughter graduated a few years back and is currently a teacher in the Paris ISD system, and Geren is still at Texas A&M and is a proud member of the Corps of Cadets.

Craig is a graduate of Texas A&M University, where he earned a Bachelor's degree in Landscape Architecture and Urban Planning, and was also a proud member of the Texas A&M Corps of Cadets.  Spending most of his career in Economic Development and Site Selection, the importance of education in workforce development has always been top of mind, along with recruiting and retaining great educators. 

During his downtime, when he’s not spending time with Holly and the kids, he’s an avid golfer and loves to spend time fishing on the lake.

William J. Boaz is a lifelong resident of Tarrant County. His family roots trace back to the beginnings of the community, and WJ Boaz Road in Saginaw is named for his uncle. A graduate of LD Bell High School, he and his wife, Jennifer, have made north Fort Worth their home for 12 years. They have two children attending EMS ISD schools. 

William is a graduate of Texas A&M University, where he earned a Bachelor of Science in Agronomy. He owns and operates Store It Now, located on Boat Club Road. He is involved in his local church, volunteers with the YMCA coaching volleyball, is a member of the PTA, and is a proud volunteer for Meals on Wheels of Tarrant County. In his 10 years of service with Meals on Wheels, William has delivered more than 5,000 meals to local homebound residents.   

In his spare time, William enjoys spending time with his family, traveling, playing volleyball and golf, participating in various sports and outdoor activities, and rooting for “The Fightin’ Texas Aggies” and the Texas Rangers.

Steven G. Newcom's parents both taught in EMS ISD and he is a proud graduate of Boswell High School, where the gymnasium bears his father's name. Steve and his wife, Joy, have three sons, who are also all graduates of Boswell High School. He now has one grandchild who recently graduated from the district and two grandchildren currently attending EMS ISD schools.

A graduate of Baylor University, Steve owned and operated Steven G. Newcom, CPA, PC, in the EMS ISD community for 37 years until his retirement in 2022. He stays active in the industry through consulting work and professional associations. He has served as President of the EMS ISD Board of Education for multiple terms, including 2016-21. He has also served as President of the Saginaw Area Chamber of Commerce, President of the Fort Worth Chapter of Certified Public Accountants, and on the nominating committee for the TXCPA Fort Worth Chapter. Steve currently serves on the board for Project 4031, a non-profit organization serving the community; is a member of the TASB Board of Directors, and he earned his Master Trustee designation in 1998. He was named the 2015-16 CPA of the Year by the Fort Worth Chapter TSCPA and was named a Distinguished Alumni of Tarrant County College in 2013. Steven also has been named City of Saginaw Citizen of the Year and City of Saginaw Public Servant of the Year in recognition of his dedicated service to the community. Steven is respected by his peers in both professional groups and in his civic activities for his decision-making and leadership abilities.

Ron Franklin is the former Director of Choirs at Boswell High School, where he served our district for 30 years. He received his Bachelor of Music Education from Tarleton State University. In addition to building a successful choir program, he also served as Senior Class Sponsor, was the original Blue Crew sponsor, was a Faculty Advisory Committee member for National Honor Society and was assistant varsity baseball coach from 1991-1997.

He and his wife, Stephanie, have four daughters, all who attended EMS schools and graduated from Boswell High School.

In his retirement, Ron has continued to serve our community as a substitute teacher, school bus driver, and athletic booster club member. Ron and Stephanie are members at Eagles View Church, where they lead the new members class, and he was recently called to serve as an Elder.

Blake Mabry is a long-time member of the Eagle Mountain-Saginaw community. He is proud of the education he received from EMS ISD and is passionate about giving back to the school system that helped make him who he is today. As a graduate of Boswell High School, Blake had the privilege of being a part of several fine arts, athletic, and leadership programs. He was inducted into the EMS ISD Athletic Hall of fame as an individual and as a member of the 1997 State Championship Baseball Team. 

Blake earned both his bachelor's and master's degrees from Texas Tech University. He began his coaching and teaching career at Boswell HS and went on to help open high schools in Keller and Northwest school districts. He was the Campus Pastor of the Eagle Mountain Lake Campus of Cross Timbers Community Church before co-founding and co-pastoring The Table Community Church. Currently, Blake co-operates Lone Star Outdoor Creations.

He has served as an Elder at The Table Community Church and on the Board of the Community Link Mission. He was named Citizen of the Year by the Saginaw Area Chamber of Commerce in 2015. In EMS ISD, he has served on campus improvement committees, the district planning and improvement committee, was an author of the Aspire 2025 Strategic Plan, and currently serves on the Long-Range Facility Planning and Athletic Hall of Fame committees for EMS ISD.

Blake’s wife, Adrina, began her teaching career in Keller ISD then joined EMS ISD as a teacher at Eagle Mountain Elementary for five years. Two of their children attend EMS ISD schools, and their oldest graduated from Boswell in 2018. In his spare time, Blake enjoys being with his family, listening to live music, getting outdoors, coaching, and cheering for the Texas Tech Red Raiders!
