Library Materials Under Consideration
In accordance with state law, EMS ISD publicly shares a list of all library materials that are proposed for purchase. The list(s) is available for public review for at least 30 days before being submitted for final approval by the Board of Trustees.
- Library Books Proposed Purchase Lists for December 2025 Board Approval
- Library Books Proposed Purchase Lists for November 2025 Board Approval
- Library Books Proposed Purchase Lists for January 2026 Board Approval
Parents, students, and community members are encouraged to review the lists and share questions or feedback using this feedback form. All comments submitted during the 30-day review period will be considered before any materials are submitted to the Board of Education and finalized for purchase.
Note: Each title will include all available ISBN formats (e.g., paperback, hardcover, ebook, audiobook).

Board Policy
EMS ISD has policies in place to allow parents, employees, or community members to challenge the content of instructional materials and/or library books that are available to students.
- EFB (Legal) - Instructional Resources: Library Materials
- EFB (Local) - Instructional Resources: Library Materials
To protect students' First Amendment rights, the district follows a structured review process before removing any book. This includes multiple levels of evaluation to ensure decisions are legally sound and educationally appropriate. While the policy safeguards against censorship, it also ensures that materials deemed obscene or unsuitable for students are removed following a thorough review.
Even with strong selection guidelines, occasional concerns about library materials may arise. Individuals who wish to challenge a specific title must follow the established procedure outlined below. This process ensures that all voices are heard and considered fairly.
Informal Resolution of Library Resource Concerns
School staff will first attempt to resolve concerns informally using the following steps:
- The librarian, principal, or designee will explain the district’s selection process, criteria, and the qualifications of staff who selected the resource.
- They will also share the educational purpose of the material and how it is used in instruction.
- If appropriate, an alternative resource may be offered for the student of a concerned parent.
If the concern cannot be resolved informally and a formal challenge is desired, please complete the Library/Instructional Materials Challenge Form and email Cindy Tucker, Director of Teaching & Learning, at ctucker@ems-isd.net to initiate the formal review process.
