Trustees Installed for New Terms of Board Service
Three EMS ISD Board of Education members took the oath of office during the board meeting on May 19, 2025, and began new three-year terms that expire in May 2028.
Trustee T. Craig Morgan, Place 3, was elected by voters to replace former Trustee Tim Daughtrey, who did not run for re-election.
Trustee William J. Boaz was unopposed and re-elected to his Place 4 board seat. Boaz has served on the Board since 2022 and, as part of his service, has participated as a member of the Board Naming Committee.
Trustee Steven G. Newcom was unopposed and re-elected to his Place 5 board seat. Newcom has served on the Board since 1995 and, with this installation, becomes the longest-serving and longest continually serving trustee in EMS ISD history.
Newcom is beginning his 11th term of service and the start of his 31st year as an EMS ISD Trustee. During his tenure on the Board, he has served multiple terms as President, including from 2016-2021; has earned the state designation of Master Trustee from the Texas Association of School Boards (TASB); and serves on the TASB Board of Directors.
Dr. Marilyn Tolbert, Board President, recognized Newcom during the meeting for this milestone achievement.
"Steve Newcom’s steadfast commitment to our district and the greater community reflects his passion for service," she said. "He continues to serve as a guiding voice, leveraging his experience and leadership to positively impact the students, staff, and families in EMS ISD. His dedication to the district, its growth, and its future is both respected and deeply appreciated.
"We look forward to his continued leadership, mentorship, and service as our most veteran trustee," Tolbert added.
Board Officers
In addition to installing these three trustees for new terms, the board also voted on new leadership positions for the 2025-2026 school year. Place 1 member Dr. Marilyn Tolbert was voted to serve a second term as president. Place 5 member Steven G. Newcom was voted to serve as vice president and Place 2 member Paige Ring was elected as secretary.
These board positions are voted on each year in May following the election.
