EMS ISD is pleased to announce that school finance expert Robb Welch has been selected as the district’s new Chief Financial Officer. Welch will be replacing Jim Schiele, who is retiring after 12 years of service to the district and 22 years in public education.

Chadwell, Superintendent. “Mr. Welch is a proven leader in public school finance who not only has the experience and knowledge to continue the culture of excellence in our business operations, but as a lifetime resident of our area, he also has a heart for kids and this community. I look forward to the leadership he will bring to our district.”
Welch brings 22 years of experience to his new role in EMS ISD. He comes to the district from Grand Prairie ISD, where he has served as Assistant Superintendent for Business and Finance since 2015. His previous service includes eight years in Carroll ISD as Assistant Superintendent for Financial Services and six years in White Settlement ISD, where he served in multiple roles in operations and business before being named Chief Financial Officer. Prior to joining a school district, he served as a financial auditor.
A lifelong resident of northwest Tarrant County, Welch graduated from Brewer High School in White Settlement. He earned a bachelor’s and master’s in Accounting from the University of North Texas and completed additional elective hours in Education Administration. He is an active member of the Texas Association of School Business Officials and has served as a guest presenter at TASBO and Dallas Baptist University on topics of budgeting and school bonds and construction.
“I am excited to be joining a district that I have admired for many years,” Welch said. “I look forward to building positive relationships with staff and community, and continuing the legacy of strong financial management and trust that has been built in Eagle Mountain-Saginaw ISD.”
When not at work or a school event, he can be found working on home improvement projects and spending time with his wife, Jinnifer, and children Katie and Maxx.
Welch’s first official day in EMS ISD will be January 6, 2020. He will work closely with Mr. Schiele and other members of the executive leadership team to ensure a smooth transition. Schiele will continue as a resource during the transition to his retirement this summer.
