EMS ISD Voters Approve Two of Four School Bond Propositions
On the November 7 General Election, the voting majority in Eagle Mountain-Saginaw ISD voted in favor of bond propositions A and B and against bond propositions C and D. The approved bonds total $561.1 million and will address enrollment growth over the next seven years.
“We thank those in our community who took the time to go vote and we are thankful for your support with managing current and future enrollment growth,” said Dr. Jim F. Chadwell, Superintendent. “While our hope was to see all the projects recommended by the Long-Range Facility Planning Committee approved, we respect the community’s decisions made in this election and will begin planning for projects in Propositions A and B.”
Proposition A, the largest proposition at $540.9 million, addresses enrollment growth and general maintenance. Included is the replacement of Wayside Middle School, the renovation/replacement of Saginaw Elementary School, a new middle school and new elementary school, a new agriculture sciences facility, an expansion for Watson High School, an expansion of the Saginaw High School scene shop, maintenance and renovations to aging facilities, and safety and security enhancements across the district. Proposition B, totaling $20.2 million, will fund replacements of student devices as well as expansion of the network infrastructure to accommodate the technology load on the district network due to enrollment growth.
The propositions that were not approved – Propositions C and D – total $98 million and would have funded improvements and expansion of the indoor athletic facilities at Saginaw High School including the weight room, locker rooms, training room, and indoor multi-purpose facility, and a district-owned natatorium.

As a fast-growth community, EMS ISD is projected to add 4,700+ students over the next seven years, enrolling more than 28,600 by 2030-2031. The approved bonds will allow the district to prepare for this growth while ensuring the current facilities are properly maintained. Bond funds cannot be used for items outside of a bond program or for projects not approved by voters.
The 2023 bond proposal was designed by a Long-Range Facility Planning Committee made up of 55 active stakeholders from across the school district and community, who worked to assess and prioritize the district’s facility needs to support enrollment growth and program progress.
Thank you to the members of the Long-Range Facility Planning Committee and to each voter who participated in building a culture of informed voting across the EMS ISD community.
