Clete Welch is a Hometown Hero

A man stands holding an awardIt’s something those who work alongside him have known for years, but now it’s official: Clete Welch is a 2025 Hometown Hero.

EMS ISD's Chief Operations Officer received the honor from the North Tarrant Chamber of Commerce at the annual Hometown Heroes Banquet on Thursday, May 15. They recognized Welch for his decades of leadership and lasting impact on the greater northwest Tarrant County community.

Welch has served in public education for 39 years, beginning as a sixth-grade Earth Science teacher and rising through the ranks as an assistant principal, principal and now district leader. In EMS ISD, he has played a critical role in managing growth across the fast-developing areas of Saginaw, Blue Mound, Fort Worth and Eagle Mountain.

"He goes above and beyond his call of duty to make sure our hometown still feels like a small town while offering ever-evolving campuses to serve the needs of generations of students," said Ally Surface, EMS Education Foundation Executive Director, who nominated Welch.

Welch has led the planning and development of new schools and major renovations throughout the school district, ensuring campuses evolve to meet the needs of futurefour people stand together in a line generations. His work includes partnerships with city and county leaders, community groups, and state officials to encourage responsible growth while securing access to safe, innovative learning spaces for close to 24,000 public school students.

Welch is known for his quiet leadership, his deep understanding of the district’s landscape and his unwavering focus on students and staff.

“He is a selfless leader, always stepping back to allow another to receive recognition or accolades,” Surface said.
