2022 Accountability Ratings
Texas Education Agency's 2022 State District and Campus Accountability RatingsEagle Mountain-Saginaw ISD students continue achieving at a high level according to accountability ratings from the Texas Education Agency (TEA) released on August 15, 2022. The school district received an 87 rating, with four “A” rated campuses, 16 “B” rated campuses and eight “C” rated campuses.
"Coming out of COVID-19, the negative impact the pandemic had on learning was hard for all," said Dr. Linda Parker, EMS ISD Deputy Superintendent. "Our scores from this past year are indicative of the focused effort of our teachers and administrators as well as tutors to support student learning, as well as the daily work of our campuses to create environments that are safe and conducive for learning.”
This is the first year TEA has released accountability ratings since the 2018-2019 school year. In that year, EMS ISD earned an 88. District leaders are encouraged that students are exhibiting knowledge at a pre-COVID level. Areas in the 2022 report that particularly stand out for the district include a 97.9% graduation rate and 22 campus-level academic distinctions, awarded for achievement when compared to similar schools.
“The previous years have been hard on many counts, and the outcome of this State Accountability Rating is a celebration of the hard work and commitment that has remained steadfast throughout our classrooms," Parker said. “We are very proud of our students and staff."
EMS ISD also stood out in the area of School Progress, which includes Academic Growth. Success in this area is exciting, though not unexpected, as EMS ISD places a focus on Excellence in Academics as part of the district’s Aspire 2025 strategic plan.
While EMS ISD is proud of the academic growth shown by students across the district, it’s important to remember that accountability ratings are just one indicator of successful schools. EMS ISD believes that an excellent education goes beyond the rating and is fostered through a school filled with high quality, engaged staff and engaged families, allowing students to learn in a safe, supportive environment.

2019 Accountability Ratings
Texas Education Agency's 2019 State District and Campus Accountability RatingsEagle Mountain-Saginaw ISD has earned an overall score of 88, or a high “B” rating, and 11 schools received a combined total of 33 academic distinctions in the 2019 State Accountability Rating System. The Texas Education Agency released district and campus ratings on August 15, 2019. TEA defines a “B” as recognized performance.
In 2017, the 85th Texas Legislature enacted an A-F grading system as a tool to communicate the performance of schools. The ratings are based predominantly on annual standardized test scores from the STAAR at elementary and middle school and End-of-Course exams at high school.
“We believe accountability is essential to success; it’s one of our district belief statements and a foundation of our Aspire 2022 Strategic Plan,” said Dr. Jim F. Chadwell, Superintendent. “We also know that any single rating only represents one piece of the total picture of a school or district. Many pieces have to come together to make a school great, and we work daily to provide a complete picture of excellence.”

2018 Accountability Ratings
Eagle Mountain-Saginaw ISD earns a 'Met Standard' from the Texas Education Agency's 2018 State District and Campus Accountability RatingsAugust 15, 2018On August 15, the Texas Education Agency released state accountability rankings. All Eagle Mountain-Saginaw ISD schools and the district received the ranking of Met Standard for the seventh consecutive year, and increased the number of academic and growth distinctions to a total of 33.The education accountability system is new for 2018. Under the state-developed model, districts receive a letter grade of A-F based on student achievement and academic growth measures, while individual schools are labeled as Met Standard or Improvement Required. The district received an overall rating of a B, which equates to the previous label of Recognized Performance.
“We are a community school district driven by our mission, which promotes fostering a culture of excellence. One of our core beliefs in EMS ISD is that accountability is essential to success,” said Dr. Jim F. Chadwell, superintendent. “Analyzing student performance data and designing academic structures to support continuous student achievement is part of our ongoing process for growth and improvement. We also know that a single letter grade or label is incapable of fully capturing the performance, progress, and readiness levels of every child. We are proud of the performance improvements of our students, as well as the increase in the number of students enrolling, and succeeding, in advanced courses, dual credit, and career and technology certifications. Through our Aspire 2022 Strategic Plan, we are intentionally using multiple measures of achievement to provide personalized learning opportunities that grow, challenge, and prepare our students for future success."
